Safe chemical storage – regulations and solutions

Companies that use chemicals in their work processes must ensure that they are stored properly and in accordance with legal requirements. This applies to both small and large-volume storage.  Regulators and insurance underwriters have stipulated in detail in regulations, ordinances and instructions how risks to people and the environment are to be minimized in every case.

In all cases for canisters and storage tanks, bunds are an essential risk mitigation. For units with larger volumes, double-walled tanks or tanks in bunds with overfill protection and leakage sensors are required.

Key International Laws & Regulations for Chemical Storage

Regardless of where in the world a manufacturing plant is located, there are regulations designed to ensure the safety of employees, protection of the environment, and public health.  As well as a legal responsibility to comply with regulations, employers have a responsibility to business stakeholders, including insurance underwriters, to minimise risks to people, property and the environment.

The Globally Harmonized System (GHS) was established by the United Nations (UN) for classification and labelling of chemicals.  At its most basic level, it requires standardised safety data sheets (SDS) and pictograms.  The GHS system has been adopted by most countries (for example under CLP in the European Union and under OSHA in the United States of America).

In the European Union, REACH (Registration, Evaluation, Authorization, and Restriction of Chemicals) requires companies to register and assess chemical risks. REACH obliges manufacturers, importers and downstream users to provide detailed information on the properties, hazards and safe use of their chemicals. The classification and labelling of chemicals in accordance with REACH is particularly relevant for storage, as it specifies which safety measures are required for certain substances.

 In addition, REACH contains regulations on the restriction or authorisation of certain substances of very high concern (SVHC), which impose strict requirements for their storage and use. Companies must ensure that they meet the requirements of the REACH regulation in order to guarantee legal compliance and minimise potential health and environmental risks from chemicals.

For high-risk chemical storage in the EU, the Seveso III Directive applies.  Hazardous substances under the Seveso Directive are identified in two ways – as a named list of specific substances, and generically, covering substances with given hazard classifications under the CLP Regulation.

In the United Kingdom, the Control of Substances Hazardous to Health (COSHH) regulations requires risk assessment and safe handling/storage of chemicals.

In China, Decree 591 provides Regulations on the Safe Management of Hazardous Chemicals covering storage, transport, and disposal of dangerous chemicals.

The regulations have a common set of principles:

  • Proper Labeling & SDS: Must be available and follow GHS guidelines.
  • Segregation: Incompatible chemicals (e.g., acids & bases) must be stored separately.
  • Temperature & Ventilation Control: Prevent overheating or gas buildup.
  • Fire & Spill Prevention Measures: Fire suppression systems and spill kits required.
  • Training & Compliance Audits: Workers must be trained, and facilities inspected.
